Based on executive insights, foreign direct investment (FDI) trends, and the evolving economic landscape, this report examines how European and U.S. mid-market companies and SMEs are navigating their cross-border growth.

Fabrice Marmousez has 31 years of professional experience, including 27 in public accounting. He is a French and U.S. CPA, has a diverse background and specializes in providing U.S. tax services to a wide variety of multinational clients.
As a former PwC France Partner, Fabrice has gained a solid background working on transatlantic matters with professional service organizations in domestic, multi-state and international structures.
As RSM’s national tax leader for the France country practice, Fabrice is focusing on cross-border U.S. tax compliance or advisory engagements. As part of RSM U.S. Foreign Direct Investors Center of Excellence (FDI CoE), he leads engagements for a wide variety of corporate clients, from multinational private equity firms or foreign financial institutions to Consumer Industrial Products & Services corporate groups. He helps clients navigating through cross border tax matters, dealing with U.S. tax and reporting obligations daily.
Fabrice also leads International Private Client services engagements through RSM’s Global Family Enterprise teams (GFE) and specifically addresses income, gift and estate tax matters - from a compliance, advisory, structuring and optimization cross-border perspective - for private companies, high-net-worth individuals and family offices.

Abby Varas is the North America Advisory Manager for OCO Global, charged with advising multinational corporations and regional governments on market entry, site selection, and foreign direct investment strategies with a strong emphasis on advanced industries including battery production, semiconductors, life sciences and clean energy manufacturing. At OCO, Abby focuses on developing strategy for companies to evaluate location competitiveness and optimize global operations, while also working with economic development organizations to refine ability to attract and retain industry. Recently, projects have been focused on organizational transformation, and how economic development agencies can best prepare for a changing investment landscape and leverage existing resources effectively.
Prior to joining OCO, Abby worked for EY’s Global Site Selection & Credit and Incentives team specializing in site selection for foreign direct investment projects and securing federal, state, and local incentives to support operations. She also previously worked for the Arizona Commerce Authority to increase business attraction activities in the state. Abby graduated with a B.A. in Public Relations and Political Science from the University of Oregon and is currently based in Phoenix, Arizona.
