Speakers Bio:

Gabriel Collins

Baker Botts Fellow in Energy & Environmental Regulatory Affairs, Rice University’s Baker Institute for Public Policy

Gabriel Collins is the Baker Botts Fellow in Energy & Environmental Regulatory Affairs at Rice University’s Baker Institute. He was previously an associate attorney at Baker Hostetler, LLP, and is the co-founder of the China SignPost™ (洞察中国) analysis portal. Collins has worked in the Department of Defense as a China analyst and as a private sector global commodity researcher, authoring more than 100 commodity analysis reports, both for private clients and for publication.

Collins’ research portfolio is global. His work currently focuses on legal, environmental and economic issues relating to water — including the food-water-energy nexus — as well as unconventional oil and gas development, and the intersection between global commodity markets and a range of environmental, legal and national security issues. His analysis draws from a broad swath of geospatial and other data streams and often incorporates insights from sources in Chinese, Russian and Spanish.

Collins received his B.A. from Princeton University and a J.D. from the University of Michigan Law School. He is licensed to practice law in Texas.

Dr Mallika Ishwaran

Senior Economist and Policy Advisor, Shell International

Mallika is Shell’s Chief Economist. She advises on macroeconomic issues, economic trends, and related policy matters to shape Shell’s long-term scenario outlooks. She leads strategic engagements on energy transitions with national and city governments across the world, notably a multi-year collaboration with the Chinese government. Mallika also advises on Shell’s strategic policy and advocacy approach to support the company’s energy transition strategy. She sits on a range of external advisory boards.

Prior to joining Shell, she was Deputy Director at the Department for Environment, Food and Rural Affairs responsible for evidence and analysis across the environment, food, and green economy portfolio. She has held senior positions across the UK government, including at the Cabinet Office as Head of Policy Analysis for the 2009 G20 London Summit. Before that, Mallika worked in senior economics and policy roles in the USA.

Mallika holds Ph.D. and M.S degrees from Carnegie Mellon University, and a B.A. from St. Stephen’s College, Delhi University.

As LanzaTech’s Executive Vice President of Growth and Strategic Projects, Aura brings to her role extensive experience in manufacturing and a successful track record in global strategy development and implementation. Her time living and working in Europe, Africa, Asia and North and South America has shaped her inclusive worldview and deep appreciation for regional approaches to address climate change and deliver growth.

Before LanzaTech, Aura led Shell’s U.S. Energy Transition as VP, overseeing a $500 million annual project portfolio. Across her 24+ years at Shell, she advanced through global executive roles, including Head of Projects and Turnarounds in The Netherlands. With a foundation in manufacturing, she excels in cultivating integrated teams for impactful commercial results, driven by cultural transformation, innovation, and social equity.

Additionally, she serves as the Honorary Consul to the Kingdom of The Netherlands in Houston, contributing to shared challenges like climate adaptation and sustainable mobility. Hailing from Colombia, Aura holds degrees from Seattle University and Western Washington University, complemented by executive education at INSEAD and Harvard’s Women on Boards Program.
